Love drops falling on my head - Creating a nice love e-card

Create a new layer. Apply a black to transparent gradient in radial mode.

Create a new layer. Select a "black to white gradient". Change the gradient mode to difference. Apply as shown.

Apply the gradient several times as shown.

Change the layer mode to "Color Dodge" from top of the layer palette.

Similarly create more glitter layer with different glitter positions. We create four layers for glitters.
