Creating soft round pebbles background

From "Filter" menu select "Brush Strokes>>Accented Edges". Apply settings as shown.

From "select" menu click "Color Range". Select the white color using eye dropper tool. Apply settings as shown.

Press Ctrl+J to copy paste the selection in a new layer. Double click the layer to open layer style window. Apply settings as shown.
